澜湄职业教育培训中心 Lancang Mekong Vocational Education Training Center 背景 2013年习近平总书记提出“一带一路”重大倡议，2016年3月23日，李克强总理在海南省三亚市主持召开“澜沧江湄公河”合作首次领导人会议，会议确定在湄公河国家设立职业教育培训中心。项目由外交部、教育部、天津市人民政府落实，天津市人民政府确定天津中德应用技术大学负责项目建设任务。 Background In 2013, Mr. Xi Jinping, General Secretary of the Party, proposed the Belt and Road Initiative. On Mar. 23th, 2016, Premier Mr. Li Keqiang hosted the first meeting of leaders on Lancang Mekong River Cooperation in Sanya, Hainan province. The meeting decided to set up a vocational education training center in Mekong countries. The project will be implemented by Ministry of Foreign Affairs, PRC., Ministry of Education, PRC. and Tianjin Municipal Government. Tianjin Municipal Government decided that Tianjin Sino-German University of Applied Sciences is responsible for the project construction. 初期合作专业为机电一体化和通信技术两个专业，建成机械加工技术、机电一体化技术、通信技术三个实训中心，6814平方米。 In the initial stage, the cooperation majors include electro-mechanics and communication. Three training centers, covering 6814 M2, involving machining technology, electromechanical technology and communication technology, will be set up. 目标 用五年左右时间将项目打造成“立足柬埔寨、服务澜湄五国、辐射东盟十国，集职业教育、职业培训、科学研究、文化传承、创新创业五位一体按照市场化运作的国际化职业教育中心”。 Aims It will take five years to build an international vocational education training center, being market-oriented operation, will foothold in Cambodia, offer service for 5 Lancang-Mekong countries and radiate the 10 ASEAN countries. It will contain five key points involving vocational education, vocational training, scientific research, cultural inheritance, innovation & entrepreneurship.
内容 项目实施“三步走”，与柬埔寨鲁班工坊共研、共建、共享、共用、共赢。 第一步：2017.1—2018.12 1.完成项目基础设施和三个实训中心硬件建设 2.面向中柬企业和柬埔寨民众开展技术技能培训 第二步：2019.1—2020.12 1.开展旅游、物流工程专业技术技能培训 2.筹备培训教育到学历教育转型 第三步：2021.1—2022.12 1.开展汽车维修、建筑电气专业技术技能培训 2.开展高职学历教育、应用型本科教育 3.项目实施市场化运作。
Content The project is carried out in "three steps", and is jointly researched, jointly built, jointly shared, jointly used and jointly benefited with Cambodian Luban Workshop. First step：2017.1—2018.12 1.Complete the project infrastructure and hardware construction of the three training centers. 2.Carry out the skills training for enterprises and the Cambodian people. Second step：2019.1—2020.12 1.Conduct skills training for tourism major and logistics engineering major. 2.Start preparation of the transfer from training to the diploma education. Third step：2021.1—2022.12 1. Conduct skills training for automobile maintenance major and building electric major. 2. Conduct diploma vocational education and applied undergraduate education. 3. Implement the project market-oriented operation. |
